Last fall, Victory Outreach Church told a local TV station that the assault accusations involve “former attendees of Victory Outreach” and “do not refer to any person that has ever served in a leadership position at the church.”
DA: Abuse Can’t ‘Fall Through the Cracks’
In a statement, San Diego County District Attorney Summer Stephan said:
Youth in San Diego County deserve to have a safe and healthy environment, free of sexual or physical abuse—whether at school or at church. When that kind of abuse does happen, it’s critical that those incidents don’t fall through the cracks and that the people in positions of authority follow their duty to report suspected abuse so victims can be supported, and abusers can be held responsible for their crimes.
She added, “Following the law of mandated reporting can potentially protect another child from being sexually abused by the perpetrator.”
According to her online bio, Stephan “has devoted her life to protecting children and families, providing justice to the most vulnerable, and is a national leader in the fight against human trafficking and sexual exploitation.”
