Arbor Road Church leaders told the congregation that they would cooperate with the Long Beach Police Department in its investigation.
However, despite Zabel’s admission, the district attorney’s office does not feel it has enough evidence to secure a criminal conviction.
“The case was declined due to insufficient evidence to satisfy the corpus delicti rule, which requires independent evidence of a crime apart from a confession,” the district attorney’s office said in a statement to the Long Beach Watchdog. “No child pornography was found on his devices.”
“Procedurally, LBPD [Long Beach Police Department] could resubmit a case with additional evidence for filing consideration,” the office added.

The Long Beach Police Department did indicate that if new evidence came to light, it would reopen the investigation and possibly submit charges to the district attorney.
