The shooter’s writings also provided investigators with three criteria that went into selecting the location for the mass killing. The location “had to provide a sense of infamy so great, it led to her being easily remembered, the targets within the location would likely not put up much of a fight and give her a high likelihood of success; and she had to have a connection to the location.”

According to the report, The Covenant was not the shooter’s initial target—Creswell Middle school was. “It was only after [the shooter] realized she couldn’t control the narrative of the attack,” investigators said, “that she abandoned Creswell Middle as a viable target.”

Investigators determined that one of the factors that led to the shooter selecting The Covenant was the fact that the shooter was happy when she attended school there.

“[The shooter] often remarked her time at The Covenant was the happiest she was during her childhood education,” investigators stated. “She never remarked of being bullied and ostracized there; on the contrary, she remarked on a couple of occasions how she established friendships, which included play-dates at the homes of other children and a sense of acceptance.”

“She gave no examples of how anyone at the school belittled her or harmed her, as she did in other places she attended school,” they added. “Because of this, [the shooter] felt The Covenant was the perfect place to commit an attack, as it was the perfect setting for her death.”

Investigators believe that the only factors the shooter “used to identify prospective targets were their age and the potential level of notoriety she would obtain from their deaths.” The shooter “felt the murders of children would greatly increase her renown [and] felt targeting a school or location known for economic affluence would also garner her more attention.”

Investigators also shared that they didn’t discover any factors that led them to believe the shooter specifically targeted any specific persons at the school. In short, “she killed those she encountered along her path without regard of any other factors.”

After interviewing the shooter’s parents and family members, investigators determined that they knew nothing about the shooter’s intentions.
